UK Urges South Sudan’s Transitional Government to Fully Collaborate with UNMISS: Key Statement at UN Security Council

Recent developments have highlighted the ongoing violence that continues to displace civilians, exacerbating an already dire humanitarian crisis. Women and girls are particularly vulnerable, suffering the severe consequences of conflict-related sexual violence.

Urgent Call for Peace and Dialogue

The United Kingdom has reiterated the immediate necessity for a cessation of hostilities, advocating for a renewed commitment to the political process. It is imperative for all involved parties to seize this critical moment to engage in authentic and inclusive dialogue.

We commend the efforts of African Union Special Envoy President Kikwete, along with the collaborative initiatives between the United Nations, the African Union, and IGAD, all aimed at fostering peace and dialogue.

Ensuring Credible Elections

It is essential that any forthcoming elections contribute to, rather than undermine, peace and stability in South Sudan. The citizens should have the opportunity to select their representatives and hold them accountable. However, this can only be achieved through elections that are credible, peaceful, and inclusive; otherwise, there is a significant risk of reverting to conflict.

The prerequisites outlined in the 2018 peace agreement must be upheld, ensuring adequate political space, security, and inclusive participation. If major parties are unable to participate freely, it would compromise both democracy and peace.

Responsible Management of Resources

Furthermore, it is crucial that public resources are managed with responsibility and transparency, prioritising the interests of the South Sudanese populace. Currently, essential services are severely underfunded, with a mere 2 per cent of the national budget allocated to health and education. This lack of funding is felt most acutely by ordinary citizens, particularly as the threat of Ebola looms over South Sudan.

The Role of UNMISS

The United Nations Mission in South Sudan (UNMISS) continues to play an indispensable role in supporting peace and stability within the region. The Mission serves as a critical source of protection and support, helping to prevent and respond to intercommunal violence, maintaining a protective presence in conflict-prone areas, facilitating humanitarian assistance, and fostering essential dialogue between communities.

We urge the transitional government of South Sudan to fully cooperate with UNMISS, ensuring that the Mission can execute its mandate without obstruction.
