Co-Chairs of the Coalition of the Willing Release Statement – 13th July 2026

The members of the Coalition of the Willing gathered today in Paris, building upon the outcomes of the G7 Summit in Evian and the NATO Summit in Ankara. These meetings have further solidified our resolve and unity in support of Ukraine as it valiantly defends its freedom, sovereignty, and territorial integrity, thereby making a significant contribution to Euro-Atlantic security.

We honour the courage and resilience demonstrated by the Ukrainian populace and celebrate their recent military achievements. In stark contrast, we condemn the relentless large-scale missile and drone assaults launched by Russia against Ukrainian cities, which have inflicted devastating consequences on civilians.

Commitment to Peace Negotiations

We remain steadfast in our commitment to achieve a fair and enduring peace for Ukraine, grounded in the principles of international law, including the United Nations Charter, which will safeguard both Ukraine’s and our own security interests.

In this regard, we reiterate our call for an immediate and comprehensive ceasefire in Ukraine, alongside the resumption of direct negotiations. We endorse the proposal for a dialogue between Ukraine and Russia, facilitated by active participation from the United States and European nations, aimed at establishing a ceasefire from the line of contact and supporting further substantive negotiations based on key parameters:

• Any peace agreement must involve Ukraine’s full and ongoing participation, with no arrangements made at the expense of its interests.
• Negotiations concerning European interests and security cannot proceed without the involvement of European nations. Any elements of negotiation related to the EU and NATO must receive approval from EU member states and NATO allies.
• Russian assets will remain frozen until Russia halts its aggression and compensates Ukraine for the damages incurred during the conflict.

Ongoing Support for Ukraine and Economic Pressure on Russia

Our commitment to support Ukraine will remain unwavering for as long as necessary, encompassing military, financial, and civilian aid. We agree to enhance the provision of air defence systems, interceptors, and long-range capabilities. Recognising the escalating threat from ballistic missiles, we welcome the establishment of the Anti-Ballistic Missile Coalition and express our readiness to expedite the development of further anti-ballistic capabilities. Furthermore, we applaud the decision to authorise Ukraine to produce interceptors.

We are dedicated to intensifying economic pressure on Russia as long as its attacks on Ukraine persist. This includes strengthening our sanctions and coordinating efforts to thwart any attempts to circumvent them. Additionally, we will undertake actions to disrupt the Russian shadow fleet in accordance with international law, particularly the United Nations Convention on the Law of the Sea. Our approach will be systematic and coordinated, involving dedicated mechanisms within the Coalition to enhance boarding operations and controls, thereby ending the impunity of these vessels.

We will collaborate to draw upon lessons learned, facilitate intelligence sharing, develop common operational strategies, and coordinate support from willing states for national operations conducted by participating nations.

Ensuring Security Guarantees for Ukraine

We concur that Ukraine’s security and its capability to defend itself are crucial for the future of Euro-Atlantic collective security. We welcome President Trump’s emphatic endorsement of security guarantees at the NATO Summit in Ankara.

We reaffirm, as articulated in the Paris Declaration on 6th January 2026, that any enduring peace agreement must be supported by politically and legally binding security guarantees, which will be activated upon the establishment of a ceasefire. This will complement bilateral security agreements and adhere to our respective legal and constitutional frameworks. These guarantees will be defensive in nature, aimed at preventing the resurgence of Russian aggression against Ukraine and ensuring stability and security across Europe. This commitment will be supplemented by long-term military assistance to the Armed Forces of Ukraine.

We are pleased that the Multinational Force for Ukraine (MNF-U) is prepared to operate and assist in the regeneration of Ukrainian forces, providing reassurance within Ukraine’s territory—on land, in the air, and at sea—upon request, once a credible cessation of hostilities is achieved. Exercises are set to take place in the coming months to demonstrate the MNF-U’s readiness to act once hostilities have ceased.
