UNITE Financial Investigation Update: Key Insights and Annual Returns Revealed

In June 2025, an interim Certification Officer initiated an investigation into alleged financial irregularities dating back to 2019 within UNITE, the union. Following this inquiry, the independent investigator appointed for the task has submitted a final report, which is dated 14 August 2026.

Findings of the Investigation

The investigator’s findings revealed that UNITE had not established or maintained an adequate system for monitoring its accounting records, cash holdings, receipts, and remittances for the financial year ending 31 December 2021. This failure stands in violation of section 28(1)(b) of the Trade Union and Labour Relations (Consolidation) Act 1992. However, the investigator did not determine that this breach was the result of deliberate refusal or willful neglect.

In light of these findings, the Certification Officer has acknowledged that UNITE has made considerable efforts to rectify its control failures. This includes a significant enhancement of its financial operations and oversight.

Future Guidance and Recommendations

In response to the investigation into UNITE, the Certification Officer will be reassessing the statutory requirements for annual returns. New guidance on this matter is expected to be released shortly, aimed at ensuring greater compliance and transparency.

Additionally, the Certification Officer will recommend that the Executive Committees and Boards of trade unions and employer associations engage in financial awareness and compliance training. This initiative aims to equip these bodies with the necessary skills to scrutinise financial information effectively and to evaluate their financial control systems thoroughly.
