The United Kingdom acknowledges Tanzania’s engagement in the Universal Periodic Review (UPR).
We express significant concern regarding the violence surrounding Tanzania’s elections scheduled for October 2025, particularly the reported use of excessive force by security personnel, resulting in a considerable loss of life.
It is regrettable that the report from the Commission of Inquiry has not been made public. We stress the necessity for accountability and an inclusive process of reconciliation. Furthermore, we take note of the opinion from the UN Working Group on Arbitrary Detention, which asserts that the detention of opposition leader Tundu Lissu is arbitrary and raises serious concerns regarding fair trial rights.
Recommendations for Tanzania
In light of these issues, the United Kingdom makes the following recommendations to Tanzania:
1. Ensure the establishment of transparent and accountable justice mechanisms to address human rights violations during the electoral period in 2025. This should include independent investigations, the prosecution of those responsible, including state actors, and the provision of remedies for victims.
2. End prolonged pre-trial detention practices and review the application of non-bailable offences against political opponents, journalists, human rights defenders, and civil society representatives.
3. Amend or repeal the restrictive provisions found within the Political Parties Act, Media Services Act, Cybercrimes Act, and the Electronic and Postal Communications Act.
Thank you.
