Three key points warrant attention regarding the situation in Abyei.
Concerns Over Insecurity and Civilian Impact
The United Kingdom expresses profound concern regarding the insecurity in Abyei and its detrimental effects on the civilian population. The ongoing violations of Abyei’s demilitarised status are intolerable. In particular, the drone attacks that occurred near Amiet Market and Todach on the 19th of October, resulting in civilian casualties and the displacement of thousands, are unequivocally condemned.
Moreover, the alarming prevalence of sexual and gender-based violence, including acts against children, continues to be unacceptable. The persistent lack of access to justice and accountability further exacerbates these issues. It is imperative that all parties adhere to their obligations under international law, prioritise the protection of civilians, and ensure safe and unhindered access for humanitarian efforts.
The Importance of UNISFA in Maintaining Stability
UNISFA plays a crucial role in maintaining stability in Abyei. Progress has been noted against some benchmarks agreed upon last year, such as the deployment of UNISFA’s first Formed Police Unit and the appointment of a civilian Deputy Head of Mission. However, it is evident that significant further efforts are required.
Both Sudan and South Sudan must ensure that UNISFA is granted the necessary access and support to fulfil its mandate effectively. The withdrawal of all unauthorised armed forces, including the Rapid Support Forces, from Abyei is essential to achieving this goal.
The Need for Renewed Political Engagement
There is a pressing need for renewed political engagement to yield tangible results. The recent resumption of the Joint Political and Security Mechanism, after a hiatus of more than three years, marks a significant development. Nevertheless, this dialogue must evolve into concrete progress.
Addressing outstanding governance arrangements, resolving disagreements over the inclusion of Abyei in South Sudan’s forthcoming December elections, and advancing discussions regarding Abyei’s final status are critical steps. Both parties are urged to uphold their commitments and refrain from unilateral actions that could exacerbate instability.
In conclusion, there exists a valuable opportunity for progress in Abyei. It is essential that both Sudan and South Sudan take advantage of this moment, with the comprehensive support of the Council.
