Your report presents alarming findings that illustrate how the Kremlin’s oppressive regime is extending its reach beyond Russian borders. The United Kingdom firmly condemns the ongoing deterioration of human rights within Russia. It is imperative that the international community collectively upholds and defends the values that underpin global human rights.
We hold serious concerns, albeit not unexpectedly, regarding your observation that Russia has emerged as one of the foremost offenders in transnational repression. This troubling trend has escalated markedly since 2022, with your findings indicating that such practices are occurring even within the UK. The UK denounces Russia’s utilisation of threats, surveillance, digital repression, cyber-enabled activities, and legal frameworks to target activists, journalists, human rights advocates, and anti-war voices, including those living in exile.
Calling for the Release of Political Prisoners
The United Kingdom reiterates its urgent demand for the Russian government to release all individuals imprisoned on political grounds, particularly those who have opposed the unlawful invasion of Ukraine. The Russian authorities must adhere to their international obligations by safeguarding fundamental freedoms, including the rights to expression, association, and the freedom of religion or belief.
Special Rapporteur, what measures can states implement to enhance protections for individuals who are targeted by Russian transnational repression? Furthermore, how can we ensure that these individuals are able to engage securely with international human rights mechanisms?
