UK Urges UN Security Council: Russia’s Deliberate Escalation of War into Ukrainian Cities Through Missiles and Drones

The Council convenes today amid ongoing tensions, as Russia persists in opting for escalation rather than seeking peace.

Since our last gathering, Russia has executed two significant assaults on Ukraine, resulting in catastrophic impacts on civilian life. Just this past weekend, a barrage of 351 drones and 68 missiles targeted Ukraine, with the primary focus on the capital, Kyiv. The human cost of these attacks has been harrowing, with at least 26 civilians losing their lives and over 120 sustaining injuries.

Escalating Campaign of Attacks

This surge in violence is not an isolated event; it forms part of a calculated and intensifying campaign employing long-range strikes against Ukrainian urban centres. Since 23 May, Russia has conducted five mass strikes involving over 70 missiles, a stark contrast to the single strike witnessed in the previous year.

These figures transcend mere statistics. They encapsulate the shattering of apartment blocks in the dead of night, the displacement of families into makeshift shelters, and the harrowing experience of children abruptly awakened by air raid sirens. Each missile and drone signifies a deliberate choice by Russia to extend its warfare into the heart of Ukrainian cities, instilling fear, trauma, and suffering in millions of lives.

The Illusion of Peace

One must question the rationale behind these actions. It is clear that they do not reflect the behaviour of a nation in pursuit of peace. Rather, they illustrate the actions of a state intent on prolonging conflict. This war has failed to fulfil Putin’s imperialistic aspirations and has not validated the spurious narratives employed to justify such devastation.

While Russia makes half-hearted mentions of negotiations, it simultaneously escalates its military offensives. The Kremlin claims to desire security while blatantly violating the sovereignty and territorial integrity of its neighbour. Every member of this Council has called for an end to hostilities, yet Russia chooses to ignore these appeals.

A Call for Resolution

This escalating violence will not yield peace. Increased civilian casualties will not lead to a sustainable resolution. President, as I take part in my final meeting after five years in this Council, I extend my gratitude to my colleagues for their cooperation during my four rotations around this table over the past 60 months. Our efforts have often unfolded under the shadow of Russia’s audacious and unlawful war against Ukraine.

In January 2022, I cautioned that “any Russian invasion or act of aggression against Ukraine would be a gross breach of international law and Russia’s commitments under the Charter.” I foresaw that such a conflict would result in severe bloodshed and destabilise the international community, leading to tragic consequences for civilians on both sides.

A Stark Reality

At that time, the Russian representative dismissed any intentions to invade, labelling Western warnings as “hysterical” and “provocative.” However, as tanks crossed into Ukraine on 24 February, a so-called military operation that I heard referred to again today, Putin asserted, “We are not going to impose anything on anyone.”

Here we stand, four and a half years later, with Ukrainian sovereignty violated and territories occupied. The human toll has been staggering, with over 65,000 Ukrainian civilian casualties and 1.4 million Russian soldiers either dead or injured. The call for a ceasefire to end this senseless war resonates globally.

The Path to Peace

All members of this Council have advocated for de-escalation, yet Russia remains obstinate. The path forward is unequivocal. Russia must cease its attacks, agree to a ceasefire, and engage earnestly in negotiations aimed at achieving a comprehensive, just, and enduring peace in accordance with the UN Charter.

As it has been from the outset, the responsibility to halt this senseless slaughter lies squarely with Russia.
