UK Statement on OSCE Mission to Serbia: Key Insights from July 2026 Report

I extend a warm welcome to Ambassador Peško at the Permanent Council and express gratitude for his thorough report. The unwavering efforts of the OSCE Mission to Serbia in promoting democratic governance, the rule of law, media freedom, security sector reform, and minority rights are commendable.

Highlighting the Mission’s Contributions

The report clearly underscores both the significance of the Mission’s endeavours and the challenging environment in which it operates. The United Kingdom remains apprehensive regarding the escalating political polarisation and tensions associated with the ongoing protest movement. It is crucial to uphold the freedoms of peaceful assembly and expression, alongside safeguarding the independence of democratic institutions, particularly the judiciary.

Of particular concern is the decline in media freedom and the alarming increase in attacks against journalists referenced in the report. We appreciate the Mission’s commitment to maintaining the functionality of the Permanent Working Group on the Safety of Journalists and its support for practical measures designed to protect media professionals. The existence of independent media and the safety of journalists are fundamental components of democratic accountability. We encourage the Serbian government to enhance the operational capacity of institutions that address attacks on journalists.

Advancing Media Regulation

The United Kingdom welcomes the progress made towards re-establishing the Council of the Regulatory Authority for Electronic Media and expresses gratitude to the Representative on Freedom of the Media for his proactive engagement on this matter. A credible, independent, and effective regulatory body is essential for fostering public trust, ensuring media pluralism, and implementing electoral reforms. It is imperative that the Council be allowed to fulfil its mandate and address outstanding issues without undue interference.

Regarding elections and democratic governance, we acknowledge the Mission’s support for reforms in electoral legislation and the establishment of a Unified Voters’ Register. These initiatives are significant steps forward. However, as highlighted by the ODIHR, several crucial recommendations remain unaddressed. Comprehensive electoral reform, conducted well ahead of future elections and in collaboration with opposition parties and civil society, is vital.

Promoting Minority Rights and Community Engagement

We express our appreciation for the Mission’s efforts to enhance the rights of minority communities and to improve their representation within public institutions. These initiatives play a pivotal role in fostering trust among communities and bolstering Serbia’s long-term resilience. Furthermore, we commend the Mission’s work in community policing, youth engagement, and promoting women’s participation in security institutions.

We reiterate our call for Serbia and Kosovo to engage constructively in the EU-facilitated Dialogue and to fulfil their existing commitments. Additionally, we urge public officials to avoid provocative, revisionist, or harmful rhetoric in public statements, as such language risks exacerbating divisions and hindering reconciliation efforts. We continue to advocate for full accountability regarding the 2023 Banjska attack.
