Joint Targeted Area Inspections to Focus on Addressing Neglect in Young Children

New Thematic Inspections on Child Neglect

Ofsted, alongside the Care Quality Commission (CQC), His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), and His Majesty’s Inspectorate of Probation (HMIP), has unveiled guidance for an upcoming series of thematic inspections aimed at addressing the issue of neglect affecting younger children. This initiative is part of their joint targeted area inspections (JTAIs) programme.

Commencing in autumn 2026, the inspections will scrutinise the collaborative efforts of children’s social care, police, probation services, and pertinent health services in local areas. The focus will be on how these organisations:

• Respond to children who are either at risk of or currently experiencing neglect at the point of identification.
• Assess, plan, and make informed decisions in response to notifications and referrals concerning children facing neglect.
• Protect, support, and care for children at risk of or living with neglect.
• Implement preventive measures to avert experiences of neglect among children.

Additionally, inspectors will evaluate the collaboration between local agencies and educational providers, including early years settings, as well as the voluntary and community sectors. The aim is to appreciate how effectively these groups work together to identify and respond to the needs of children affected by neglect and how they support family networks in safeguarding these vulnerable individuals.

Focus on Vulnerable Age Groups

This round of inspections will specifically target unborn children and those aged 0 to 11 who are enduring neglect, highlighting the severe and enduring effects that neglect can inflict during the formative years of a child’s life.

Yvette Stanley, Ofsted’s National Director for Social Care, remarked on the critical nature of this undertaking, stating, “Our previous work has demonstrated that neglect can often remain hidden, leaving children to suffer harm that accumulates over time and frequently goes unnoticed. In 2018, we published a report addressing older children living with neglect, which concluded that a coordinated strategic approach across all agencies is essential to tackle this issue effectively.”

She further noted the heightened concerns expressed by families, professionals, and the public regarding the impact of neglect on the youngest members of society, suggesting that now is the appropriate time to direct focus towards this age group in the forthcoming JTAI.

Collaborative Efforts for Child Protection

His Majesty’s Inspector of Constabulary, Kathryn Stone OBE, emphasised the vulnerability of neglected children within communities, stating, “Children who experience neglect are often among the most at-risk individuals in our society, and their protection necessitates effective and consistent collaboration among agencies.”

This multi-agency inspection programme aims to enhance understanding of how local partners identify, respond to, and support young children grappling with neglect. Together with CQC, HMIP, and Ofsted, the police’s effectiveness in safeguarding these children will also be evaluated.

Chief Inspector of Probation, Martin Jones, added, “Probation services play a vital role in assessing and managing risks posed by adults whose behaviours may impact children’s lives, facilitating information sharing with partners and contributing to safeguarding frameworks. These inspections will yield valuable insights into the collaborative effectiveness of local agencies in recognising and responding to neglect, ensuring that younger children receive essential protection and support as early as possible.”
