Government Unveils Funding Boost to Accelerate UK Munitions Production for British Companies

A significant boost for Britain’s munitions manufacturing sector has been announced, with the Ministry of Defence (MOD) awarding contracts to 22 companies to explore potential sites for new factories dedicated to producing energetic materials vital for munitions. Each company will receive funding of up to £300,000 to develop comprehensive proposals for these facilities.

This initiative forms part of the government’s broader strategy to revive the nation’s domestic capability in ammunition and energetics manufacturing, thereby enhancing defence readiness and contributing to the re-industrialisation of the UK. The energetic materials produced will include essential components such as explosives, propellants, and pyrotechnics, integral to a variety of weaponry, including small arms, artillery, mortars, countermeasures, bombs, and missiles.

Reviving High-Skilled Manufacturing

The MOD’s contracts will particularly benefit small and medium-sized enterprises (SMEs) across England, Scotland, and Wales, fostering the return of skilled manufacturing jobs to industrial communities. The studies will assess suitable locations for establishing at least six new munitions factories, which are seen as critical in the context of recent global events highlighting the need for rapid resupply capabilities.

The ongoing conflict in Ukraine has underscored the necessity for industries to maintain a robust and swift munitions supply chain. These studies are pivotal in the MOD’s efforts to re-establish a sovereign, continuously operational pipeline for munitions, thereby enhancing the UK’s warfighting readiness and its capacity to deter threats, while simultaneously generating skilled jobs across the nation.

Government Commitment to Defence Manufacturing

Luke Pollard MP, Minister for Defence Readiness and Industry, expressed the government’s commitment to revitalising the munitions and energetics manufacturing landscape. He stated, “This Government is building the munitions and energetics factories of the future, restoring Britain’s sovereign manufacturing capabilities after decades of decline and helping us to re-industrialise.” He emphasised that this investment across the UK not only strengthens warfighting readiness but also secures supply chains, ultimately creating at least 1,000 high-skilled jobs in communities historically linked to British industry.

As part of this initiative, the MOD has identified at least 13 potential sites across the UK, including locations in Monmouthshire, Cumbria, Dumfries and Galloway, and several others, for the manufacture of munitions and explosives. This follows the allocation of £11.1 billion from the Defence Investment Plan aimed at increasing munitions stockpiles and ensuring that the Armed Forces possess an effective ‘high-low’ mix of capabilities to address a diverse range of threats.

Future Steps in Munitions Production

Companies participating in this project are expected to submit their findings by the end of September 2026, with construction of the new energetics munitions factories anticipated to commence by the close of that year. Promising proposals resulting from these feasibility studies will be eligible for Front End Engineering Design (FEED) contracts valued at up to £5 million each, tasked with developing engineering designs for at least six new munitions and energetics factories.

Commodore Caroline Dix MBE, Deputy Director of Lethality and Protect in the National Armaments Director Group – Materiel, remarked on the significance of this initiative, stating that it represents a crucial step in rebuilding the UK’s sovereign energetics industry. She noted that these studies will play a vital role in enhancing UK production of the explosives, propellants, and pyrotechnics that are foundational to military capability, thereby facilitating investment, innovation, and job creation across the country.
