DVSA Board Welcomes Two New Non-Executive Directors to Strengthen Leadership Team

Debbie Francis OBE and John Parkinson CBE have been appointed as non-executive directors for a three-year term, commencing on 3 August 2026. Their roles will involve providing both challenge and support on a diverse range of management and operational matters, thereby contributing to the effective strategic and operational leadership of the Driver and Vehicle Standards Agency (DVSA).

It is important to note that all appointments are made based on merit, with political activity neither influencing the selection process nor serving as a barrier to appointment.

Debbie Francis OBE: A Leader in Multiple Sectors

Debbie Francis OBE brings a wealth of experience as a chair, non-executive director, and executive leader, boasting over 25 years of expertise across various sectors including transport, infrastructure, housing, health, education, and culture. Her career has seen her assume prominent executive positions such as Managing Director of Loram UK and Direct Rail Services, in addition to serving as Finance and Commercial Director for Network Rail’s London North Western route, where she managed complex operations within highly regulated environments.

Her current portfolio features notable roles, including Chair of Harwich Haven Authority and the Governing Body of the Hallé Orchestra. She is also a Governor at Liverpool John Moores University and serves as a Non-Executive Director for MDC Stockport. Among her significant achievements are her successful leadership in business turnaround and profitability enhancement at Loram UK, as well as driving revenue and profit growth at Direct Rail Services. Furthermore, she has made substantial improvements in governance, operations, and stakeholder engagement across both public and private sector organisations.

Debbie is a Fellow of the Association of Chartered Certified Accountants, holds a Master of Business Administration, and is a Chartered Director, underscoring her commitment to professional excellence.

John Parkinson CBE: Expertise in Transport Policy

John Parkinson CBE recently concluded his tenure as Director for UK, International and Trade within the Department for Transport (DfT). In this capacity, he was instrumental in leading engagements with devolved governments and international partners, overseeing the international strategy, and coordinating trade policy, particularly in promoting transport-related exports and attracting inward investment.

A career civil servant, John has predominantly focused on transport, holding several high-profile leadership roles in areas such as aviation security, airport policy, and motoring and freight. He also served as the DfT’s senior responsible owner for the EU Exit, demonstrating his capacity to navigate complex political landscapes.

With extensive experience in policy development and implementation, operational delivery, and crisis management, John is also a passionate advocate for diversity and inclusion, particularly championing disability rights.
