Guidelines for Completing the Request Form
When filling out the form, select the category “Procurement including Grants & Cooperative Agreements.” In the Procurement Area, opt for “Grants/Agreements,” followed by the Grants/Agreements Activity where you should select “Grant Status.” It is essential to submit either a Grant Number, a Purchase Requisition Number, or both to ensure your request is processed accurately.
Recent Updates on DEIA Initiatives
In a memorandum dated January 23, 2025, NASA’s Office of Procurement addressed the contractor and grant community regarding the Executive Order titled “Initial Rescission of Harmful Executive Orders and Actions,” along with the Office of Personnel Management’s (OPM) guidance on DEIA Executive Orders. According to this memorandum, all NASA grant and cooperative agreement recipients are required to immediately halt any DEIA activities mandated by their grants. This includes, but is not limited to, DEIA plan requirements, training sessions, workshops, staffing considerations, and any other activities directly or indirectly related to DEIA.
Grant recipients are obligated to inform their assigned Grant Officer if they identify any requirements within their grants that conflict with this guidance. Contact details for your Grant Officer can be located on your NF 1687, the Notice of Award for Grant and Cooperative Agreement (NOA).
Key Changes to Grant Documentation and Procedures
In the fiscal year 2025, NASA has separated the Terms and Conditions from the Grant and Cooperative Agreement Manual (GCAM), establishing it as an independent document. This new document outlines both general and specific terms and conditions that are applicable to all awards issued under 2 CFR 1800, which is NASA’s adaptation of 2 CFR 200.
Moreover, NASA has introduced separate templates for Administrative Supplement Requests, including forms for No Cost Extensions (NCE), Principal Investigator (PI) changes, and adjustments to the Period of Performance (POP). These forms should be submitted via email to the designated NSSC addresses.
Performance Reporting Requirements
All NASA grant recipients are required to submit annual performance reports, which must be submitted 60 days before the anniversary of the award’s POP start date. For example, if the POP of an award runs from October 1 to September 30, the report must be filed by August 1.
Final performance reports should be emailed to NSSC-CloseOut@mail.nasa.gov, while ongoing performance reports must be sent to NSSC-Grant-Report@mail.nasa.gov. Additionally, recipients are required to submit semi-annual Federal Financial Reports (FFR) via the Payment Management System (PMS) according to the following schedule:
- Period 1 (October 1 – March 31): Due by April 30 each year.
- Period 2 (April 1 – September 30): Due by October 30 each year.
Final FFRs are due 120 days after the conclusion of the POP. Further information and training resources can be accessed on the Payment Management System website.
Post-Award Obligations and Resources
NASA maintains oversight responsibilities for post-award monitoring across all grants, irrespective of the award’s risk categorisation. This routine monitoring includes the evaluation of award recipients’ annual performance reports, semi-annual FFR submissions, and a Transactions Testing Review.
In addition to the performance reports, recipients must also comply with various certifications and representations, including the NASA Biographical Sketch Form and the Current and Pending Support (CPS) Form. Comprehensive information regarding pre-award and post-award disclosure requirements is also available through the Electronic Code of Federal Regulations.
