UK Calls for Accountability in Russia's War Against Ukraine at Warsaw Human Dimension Conference

The ongoing conflict instigated by Russia in Ukraine continues to wreak havoc on civilian populations, inflicting profound suffering. As we mark over four years since the commencement of the full-scale invasion, a wealth of evidence compiled by various independent organisations—including the Organisation for Security and Co-operation in Europe (OSCE), the United Nations, and others—paints a harrowing picture. This documentation reveals a consistent pattern of violations of international humanitarian law and human rights law by the Russian Federation.

The OSCE has meticulously recorded instances of arbitrary detention, enforced disappearances, torture, and ill-treatment, alongside reports of conflict-related sexual violence. It has also unveiled the fabricated prosecution of Ukrainian civilians and prisoners of war. In addition, systematic restrictions on fundamental rights in the temporarily occupied territories of Ukraine have been noted, as well as the humanitarian fallout resulting from Russia’s assaults on populated areas and civilian infrastructure.

Expert Findings on Human Rights Violations

Subsequent expert missions under the OSCE Moscow Mechanism have corroborated these alarming findings. Experts have documented the unlawful transfer and deportation of Ukrainian children, attempts to alter their identities, and programmes aimed at militarisation and indoctrination. Widespread torture and ill-treatment of Ukrainian prisoners of war have been reported, alongside grave allegations of executions, sexual violence, and the denial of legal protections stipulated by international law.

The international community remains resolute in its memory of Bucha and Irpin, as well as the myriad communities across Ukraine that have borne the brunt of Russia’s aggression. The pain and suffering inflicted upon civilians persist unabated.

Escalation of Attacks on Civilians

Recently, Russia has escalated its assaults on Ukrainian cities to unprecedented levels. August witnessed a surge in jet-powered drone attacks and a near-record frequency of ballistic missile strikes. The months of July and August recorded the two highest monthly totals for civilian casualties in 2026. In the initial eight months of this year, civilian casualties surged by 55 per cent compared to the same timeframe last year.

As winter draws near, Russia has made its intentions clear, signalling an increase in large-scale strikes targeting Ukraine’s energy infrastructure. Millions of civilians now face the grim reality of potential attacks that could strip them of electricity, heating, and other essential services.

Commitment to Accountability and Peace

The United Kingdom remains steadfast in its commitment to accountability for these atrocities. We will continue to collaborate with Ukraine to support efforts aimed at documenting violations and preserving evidence, which includes over 260,000 recorded alleged war crimes. Our pursuit of justice will extend through both international and domestic mechanisms, including the International Criminal Court, the Special Tribunal for the Crime of Aggression, and the Register of Damage.

The backdrop to this escalating humanitarian crisis is unmistakable. Ukraine has consistently demonstrated its willingness to pursue peace, yet Russia has opted instead to intensify its military operations.

A Call for Ceasefire and Negotiations

The United Kingdom reiterates its call for Russia to agree to a full and unconditional ceasefire. We urge Russia to engage sincerely in serious negotiations and to commit to establishing a just and lasting peace that would alleviate the severe humanitarian repercussions of its war against Ukraine.
