TRA to Reassess Regulations on Chinese Ceramic Tableware and Kitchenware

The Trade Remedies Authority (TRA) has embarked on an interim review concerning an existing measure related to the importation of ceramic tableware and kitchenware from China. The TRA has identified potential ongoing dumping of these products, characterised by escalating volumes and declining prices of imports.

Despite the imposition of current duties, which range from 13% to 36%, there has been no reduction in the volume of imports from China. In fact, imports have surged by 22% between 2023 and 2025. Typically, one would expect a decrease in imports as a result of such measures, yet this trend appears contrary. Furthermore, the unit price for Chinese imports has markedly decreased since 2022, witnessing a drop of up to 35% from 2022 through 2025. Such pricing dynamics significantly undermine the competitiveness of UK industries.

Assessment of Current Measures

The TRA’s review will evaluate whether the current anti-dumping measures adequately counter the dumping practices that are harming UK industry and whether adjustments to the existing anti-dumping duty are warranted.

Jessica Blakely and Carmen Suarez, Co-Chief Executives of the TRA, remarked, “The TRA is initiating an interim review in response to evidence of continued dumping from China. This initiative exemplifies our commitment to adapting to changes in market conditions, aligning with the Government’s strategic vision for a more accessible, assertive, and agile trade remedies system.”

Understanding Interim Reviews

Interim reviews serve as a mechanism to determine whether existing anti-dumping or countervailing measures should be modified or lifted due to changing circumstances. These reviews can be requested by interested parties or initiated by the TRA under exceptional conditions.

About the TRA and Its Mandate

The TRA is the UK authority responsible for assessing the necessity of trade remedy measures to address unfair import practices and unexpected surges in imports. Anti-dumping duties empower a country or union to take action against goods sold below their normal value, defined as the price for similar goods sold in the exporter’s home market.

An interim review can only be initiated upon request from an interested party once at least one year has elapsed since the measure was originally imposed or last revised. Given that less than a year has passed since the current measure was enacted, the TRA has opted to self-initiate this interim review as the sole avenue for investigating the evidence of ongoing dumping.

In December 2025, the UK Government issued a strategic directive to the TRA, in line with the broader Trade Strategy, aimed at creating a simplified and more responsive trade remedies system tailored to business needs.
