Revised National Policy Statement for UK Ports: Key Changes and Implications

The advancement of ports in England, alongside other regions of the United Kingdom, plays a vital role in fostering economic growth, enhancing energy resilience, and facilitating the transition to sustainable energy sources. It is imperative that this development occurs with a strong commitment to environmental stewardship, ensuring that port facilities are designed with sustainability and operational efficiency in mind.

Policy Framework for Port Development

The National Policy Statement for Ports (NPSP) establishes the policy framework guiding decisions concerning nationally significant infrastructure within the sector. This document is applicable in England and extends to the reserved trust port of Milford Haven in Wales.

The NPSP perpetuates the long-established policy aimed at empowering our competitive ports sector. It enables ports to respond swiftly to the rapidly changing demands of the market, utilising the freight demand forecasts provided by the department as a reference point rather than a limitation on local commercial decisions. Furthermore, the policy has been meticulously updated to align with the current institutional and regulatory landscape, reflecting the government’s priorities.

Engagement and Consultation

I would like to express my gratitude to all those who contributed their insights during the consultation on earlier drafts of the policy. I am particularly thankful to the Transport Committee for their rigorous examination of the proposals.

In response to the feedback received from the consultation and the scrutiny undertaken by the committee, I am presenting today, in accordance with section 9(5) of the Planning Act 2008, a formal response to the Transport Committee’s Report (HC 1028) regarding its review and the consultation process. Additionally, in compliance with section 9(8), I am laying before Parliament the final proposed text of the amended national policy statement, which will be subject to a prescribed consideration period of 21 sitting days.

Copies of these significant documents will be accessible in the libraries of both Houses of Parliament and will also be made available on the department’s official website. Furthermore, a post-adoption statement will be published in due course to provide further clarity and information on the updated policy.
