Over Two Thirds of New Civil Service Positions Established in Growth Areas

Over two thirds (approximately 67%) of all new full-time Civil Service positions are being established in key regional locations. The Places for Growth initiative aims to stimulate economic development by relocating Civil Service roles to regional hubs throughout the UK. This initiative is part of a broader devolution strategy, with Whitehall officials set to be integrated into mayors’ offices.

Local communities across the UK are reaping the benefits of Civil Service employment opportunities closer to home, with four out of five civil servants now based outside of London. Upon assuming office, the Prime Minister committed to a significant departure from centralisation, promising to transfer power from Westminster back to the communities where citizens reside, work, and invest. In the first month of his tenure, he unveiled a comprehensive package of measures designed to enhance local leadership and facilitate meaningful growth in every area.

Progress in Regional Integration

The foundations for the Prime Minister’s vision are being established through the Places for Growth programme, which aims to bring the Civil Service closer to the communities it serves. Recent data indicates that since the programme’s inception, 24,621 positions have relocated outside of London, surpassing its initial target of 22,000 roles three years ahead of schedule.

Furthermore, significant strides are being made to relocate half of the Civil Service’s senior leadership to regions and nations, with 36.6% of UK-based Senior Civil Servants now positioned outside London as of March 2026. This is vital for embedding senior leaders within regional communities, fostering robust relationships across government and industry.

Empowering Local Communities

The Cabinet Office Minister emphasised the importance of decentralising power and decision-making to local communities, ensuring that the Civil Service reflects the diverse nature of the country. This approach is not merely a choice but a necessity, as those in positions of authority must understand the implications of their decisions on the communities they affect.

This represents devolution both by design and by default, aiming to unlock talent nationwide and modernise government operations. By solidifying these foundations for devolution, embedding leaders within English regions and the Nations facilitates the establishment of partnerships across central government, local authorities, and industries. The programme not only supports job creation and economic growth in every postcode but also provides individuals with the opportunity to pursue fulfilling careers within the Civil Service.

Support for Devolution Initiatives

Recent announcements complement the Prime Minister’s vision of positioning Whitehall officials in mayors’ offices. This initiative, designed to facilitate the devolution revolution, allows high-performing civil servants to be seconded into mayoral authorities, thereby enhancing local capabilities and accelerating the transfer of power to local areas.

Moreover, a new Civil Service Fast Stream pilot in Yorkshire and Humber has been established to ensure that young individuals can cultivate successful careers locally without the necessity of relocating to London. The establishment of No.10 North embodies the core principles behind these initiatives, uniting departments under a common goal to devolve power and stimulate growth throughout the nation.

Building Local Ties for Effective Governance

The transition of power away from London is set to reinforce local connections and bring government functions nearer to the communities they serve. By ensuring that national policies align with local realities, this approach promotes community investment and fosters a modern public service.
