Notting Hill Set for New ‘Oxford Circus-Style’ Pedestrian Crossing

Notting Hill East is poised for an exciting transformation with the introduction of 13 new projects, including a pedestrian crossing reminiscent of Oxford Circus. The proposed enhancements also encompass the installation of a drinking fountain, the planting of trees, and the incorporation of artistic elements throughout the neighbourhood. This newly unveiled Neighbourhood Plan is the culmination of extensive consultations with local residents and is set to establish a comprehensive framework for planning, environmental considerations, and community amenities over the next two decades.

Community Engagement and Input

Residents within the designated boundaries of the plan—spanning from Hereford Road to the east, Westbourne Grove to the south, Westbourne Park Road to the north, and Ledbury Road to the west—will soon have the opportunity to voice their opinions on the proposed developments through a consultation process. Approximately 4,500 individuals reside within this area, making community feedback crucial to the success of the initiatives.

Penny Bagnall-Smith, Chair of the Notting Hill East Neighbourhood Forum, shared her enthusiasm for the project: “Our neighbourhood reflects the eclectic essence of Notting Hill. We have a buzzing street scene around our shops and restaurants and an ever-expanding group of food purveyors, yet our residential streets are quiet and leafy. The housing stock is handsome and varied, but the public realm lags behind.” She emphasised that the Neighbourhood Plan represents a collective effort to shape the future of the area and unlock its unique potential. “The Plan attempts to capture the essential qualities of our area and enhance them by providing clear, detailed guidance to ensure planning decisions are understandable, consistent, and fair,” she added.

Proposed Developments and Improvements

The ambitious plan includes a variety of specific projects aimed at enhancing both the aesthetic and functional aspects of Notting Hill East. Key initiatives include:

• Fiveways: Introduction of an Oxford Circus-style crossing to improve pedestrian accessibility, alongside pavement and traffic enhancements.
• St Stephen’s Gardens: Revitalisation of green spaces to foster social engagement among residents.
• Needham/Artesian Roads: Rearrangement of pavements and plantings for improved pedestrian experiences.
• The Interior Streets: Implementation of measures to slow down traffic, including pavement modifications and temporary closures for community events.
• Wessex Gardens: Enhancement of entrances to create a more pedestrian-friendly environment.
• Pedestrian Crossings: Addition of new crossings at key junctions, including Talbot Road, Ledbury Road, and Westbourne Park Road.
• Air Quality Monitoring: Installation of devices to monitor and improve local air quality.
• Street Lamp Replacement: Replacement of existing street lamps with lower, heritage-style designs to minimise light pollution.
• Business Support and Branding: Development of a brand identity to bolster local businesses.
• Drinking Fountain: Hosting of a design competition and fundraising efforts to install a new drinking fountain.
• Public Art: Integration of artistic installations in prominent locations throughout the area.
• Additional Street Trees: Planting of new trees to enhance the urban landscape.
