Member Nations of the Multilateral Defence Mechanism Unite in Joint Statement

As the Ankara NATO Summit approaches, the United Kingdom, the Netherlands, Finland, and Poland have reaffirmed their collective commitment to enhancing defence financing and optimising the efficiency of defence expenditures. This initiative aims to transform the capabilities of their collective defence in response to the rapidly changing global security landscape and the ramifications of Russia’s aggressive actions towards Ukraine. The nations stand united in their resolve to support Ukraine in its efforts to uphold its sovereignty and counteract Russian hostility.

Advancing the Multilateral Defence Mechanism

Significant strides have been made in the development of the new Multilateral Defence Mechanism (MDM) in collaboration with key partners. This innovative financing model is designed to expedite defence investment, encourage joint procurement, and consolidate demand for critical defence capabilities. The primary objective is to fulfil the military requirements of like-minded allies. The participating nations are keen to expedite formal Treaty negotiations while honouring the individual ratification processes of member states, with the aim of establishing the MDM by 2027. The technical framework for this model has benefitted from the contributions of a broader coalition of allies.

Strategic Initiatives for Enhanced Defence Collaboration

To propel the MDM forward, the UK, the Netherlands, Finland, and Poland intend to:

• Collaborate with core partners to broaden the MDM into a more extensive coalition of participants;
• Build upon technical advancements and progress to the next phase of the mechanism’s design and development with subscribing partners during the autumn;
• Ensure alignment and complementarity of emerging approaches to international defence financing, including collaboration with other NATO allies to enhance capability and interoperability.

Commitment to Collective Defence

Chancellor of the Exchequer Rachel Reeves remarked on the need for reform in European defence procurement, highlighting its fragmentation, high costs, and sluggish processes. She expressed her commitment to establishing the Multilateral Defence Mechanism, which aims to enhance collaboration, improve procurement practices, and strengthen collective deterrence.

In a rapidly evolving world, Reeves emphasised the importance of unity among allies, stating that they are most powerful when working in concert. She welcomed Poland’s participation in the Multilateral Defence Mechanism, affirming that this cooperation will bolster their defences and ensure the safety of their nations and allies.
