The Minister for Pensions has announced the extension of Luke Jensen’s role as Interim Chair of the Board of National Savings and Investments (NS&I). This extension will remain in effect while the process to appoint a permanent Chair is finalised.
Since assuming the position on 1 September 2025, Luke Jensen will continue in this interim capacity for an additional two months, from 1 September to 31 October 2026. The appointment process for a permanent Chair of the NS&I Board is already underway, as initiated by HM Treasury.
Exceptional Circumstances for Interim Appointment
This extension of Luke Jensen’s interim role was granted by the Minister for Pensions as a unique appointment made without competition. This decision followed consultations with the Commissioner for Public Appointments, in line with the Cabinet Office’s Governance Code on Public Appointments.
According to the Code, any significant political activity engaged in by an appointee within the past five years must be disclosed. Such activities include holding office, public speaking engagements, making recordable donations, or standing for election. Luke Jensen has not reported any significant political activity in this regard.
The Role of NS&I’s Non-Executive Board Members
The non-executive members of NS&I’s Board play a crucial role in developing a robust strategy that aligns with the organisation’s objective of raising cost-effective debt financing for the government. They also provide external advice, oversee risk management, and ensure that NS&I maintains open and transparent relationships with its outsourcing partners.
As one of the largest savings institutions in the UK, NS&I offers a diverse array of savings and investment products. All offerings provide 100% capital security, benefitting from the backing of HM Treasury.
