Initiative to Review Local Government Reorganisation Begins in Your Area

A comprehensive review of plans aimed at streamlining local government has been initiated to ensure that the process is robust and in line with the new government’s vision for reshaping the state.

Ministers are set to reassess the Local Government Reorganisation plans following updated and privileged legal counsel. This review, as announced by the Secretary of State in Parliament, specifically addresses proposals concerning Essex, Hampshire, Norfolk, and Suffolk, which have been suspended in light of the new legal advice.

Broader Review of Local Government Reorganisation

In addition to the aforementioned areas, plans for 14 other regions, including Cambridgeshire & Peterborough and West Sussex, are also under scrutiny and have been paused pending the outcome of this review.

To provide reassurance to local leaders and communities during this assessment, the government has confirmed that local elections scheduled for May 2027 will proceed based on the current council boundaries. The government remains committed to fostering effective and sustainable local governance while simplifying these structures.

The forthcoming Rewiring the State White Paper on devolution will outline strategies to transform the country and ensure the establishment of effective and sustainable local government in the future. This initiative is part of a broader movement to decentralise power from Westminster to local communities, spearheaded by No10 North.

Commitment to Devolution

Angela Rayner, the Secretary of State for Housing, Communities and Local Government, stated, “We are now more determined than ever to devolve power closer to the people we represent. It is only right that, as the new Secretary of State, I ensure that all of our efforts align with this vision to change Britain.”

During a recent session in the House, the Prime Minister expressed his willingness to explore local government reorganisation and tasked Rayner, as his Communities Secretary, to pursue this agenda.

In light of the legal advice, Rayner emphasised the importance of establishing a proper process that is both robust and compliant with the law. Furthermore, she aims to rigorously evaluate whether the proposals for local government reorganisation align with the priorities of the new administration, as well as those of the new Prime Minister and any additional considerations.

Impact on Surrey’s Reorganisation Plans

Rayner acknowledged the considerable effort that has already gone into advancing reorganisation in each of the affected areas, expressing her gratitude for this work. Notably, the review will not impact reorganisation plans in Surrey, where the two new unitary authorities—East and West Surrey—are set to commence operations in April 2027.
