Government Launches Urgent Appeal for More Foster Carers from Number 10

Government Launches Urgent Appeal for More Foster Carers from Number

The government in England is making strides to ensure that more children within the care system receive the loving and supportive homes they deserve. In a heartfelt appeal, officials are encouraging individuals to open their hearts and homes to some of the most vulnerable members of society. This initiative is part of a groundbreaking national recruitment campaign aimed at fostering that, for the first time, seeks to reach a broad audience of potential foster carers.

Encouraging Diverse Participation in Fostering

The campaign’s launch was celebrated at a special event held at 10 Downing Street on 13 October, which brought together foster carers, frontline workers, and individuals with lived experiences of the care system. The initiative specifically targets adults in their 30s and 40s who possess the values and capabilities required for fostering, yet may not have previously considered this rewarding path. This effort aligns with the government’s ambitious goal to create 10,000 new foster care placements by the end of the current parliamentary term.

Recent polling conducted by the Department for Education (DfE) revealed that many adults are dismissing the prospect of fostering before fully exploring the opportunities available. The findings indicated that two-thirds (66%) of respondents believe they could be effective foster carers if practical obstacles were removed. To facilitate a wider pool of potential foster carers, the DfE is allocating £88 million to reform the fostering system. This includes £12.4 million dedicated to the fostering innovation fund, which aims to pilot new models of fostering, such as short-term ‘respite fostering’ and weekend fostering, thereby broadening accessibility.

Addressing the Growing Need for Foster Carers

There has been a troubling decline in the number of approved foster carers, which has fallen by 12% since 2019, coinciding with an increase in the number of children requiring care. The government’s objective of creating 10,000 new foster placements is a direct response to this pressing need.

Children’s Minister Josh MacAlister emphasised the transformative power of fostering, stating, “Fostering changes lives, not just for the children who finally get the stability and love every child deserves, but for the carers themselves, who tell us it’s one of the most rewarding things they’ve ever done.” He further noted that the campaign aims to encourage ordinary individuals across England to consider fostering, highlighting the values and commitment that are crucial in this role. This initiative is part of a broader revamp of children’s social care, focusing on nurturing loving and stable relationships within the system.

Championing Diversity in Foster Care

Rachel Cole, CEO of the Black Foster Carers Alliance, pointed out the critical need for representation within the care system, stating, “Too many Black children in care grow up without anyone around them who reflects who they are.” She affirmed the Alliance’s mission to recruit, support, and retain the diverse foster carers that these children require. The support from UnLtd has enabled the expansion of this important work nationwide, with the newly established fostering accelerator set to enhance the impact of social entrepreneurs in the sector.

Dame Carol Homden, CEO of Coram, expressed her support for the government’s initiative, asserting that fostering plays a vital role in ensuring that children and young people grow up in safe and supportive environments. Coram’s research indicates a significant number of potential foster carers exist who can be encouraged through appropriate support, helping them to flourish as foster families.

Innovative Approaches to Fostering

Mark Norbury, Chief Executive at UnLtd, highlighted the necessity for both an increase in placements and innovative strategies to support children, young people, and carers. He noted that social entrepreneurs often devise the most effective solutions to complex social issues due to their firsthand experience. UnLtd’s new fostering accelerator, backed by the Henry Smith Foundation, aims to empower these entrepreneurs to foster a more inclusive and sustainable future for fostering across the UK.

The launch event at Number 10 attracted numerous public figures who have personal experience with the care system, including former NFL star Efe Odaba, care-experienced broadcaster Ashley John-Baptiste, and TOWIE star Lydia Bright. This campaign builds on previous initiatives, such as the Fostering Action Plan introduced in February and the Enduring Relationships Programme initiated in June.

Funding and Support for New Initiatives

Further reforms are being implemented to enhance the fostering landscape, including a new rulebook for foster carers designed to humanise decision-making processes, as well as digital tools to expedite recruitment. Additionally, funding has been allocated for innovative and flexible approaches to fostering, with over 70% of local authorities now participating in a Fostering Hub, indicating significant progress.

The government has also announced the successful programmes receiving funding through the Fostering Innovation Fund, which aims to trial dynamic new approaches to foster care delivery and gather evidence on effective practices. The 11 successful initiatives include efforts to recruit weekend foster carers, support carers facing allegations, facilitate parent-and-child fostering, provide therapeutic training, increase diversity among foster carers, and assist children transitioning from residential care to foster families when appropriate.
