Accelerating Planning Decisions: How New Regulations and AI Combat Delays

Homeowners and small businesses can expect faster responses to their planning applications due to new regulations designed to eliminate unnecessary delays. Beginning today, straightforward applications will be handled by expert planning officers, removing the need to wait for a planning committee meeting. This change aims to expedite decisions for families, shopkeepers, and pub landlords.

The introduction of the National Scheme of Delegation will provide applicants with greater certainty, allowing councillors to concentrate on more significant developments. This initiative is further supported by the recruitment of 420 new planners through government-backed programmes, exceeding the promise made in the 2024 manifesto to add 300 planners before the end of this Parliament.

Innovative AI Tools Streamline Processes

In addition, a new AI planning tool is set to enhance efficiency by reducing the time required for essential tasks by 58%, effectively halving the processing time for routine householder applications. This technology, known as PlanAssist, has been developed in collaboration with leading organisations and local authorities. It consolidates applications, policies, and site constraints into a single platform for trained officers to assess. Early trials have demonstrated a remarkable reduction in processing times, decreasing from eight weeks to four for standard householder applications.

Following successful trials in Camden, Barnet, and Dorset Councils, the tool will be expanded to include an additional 15 councils over the next year, with plans for widespread availability to councils across England by the end of 2027.

Impact on Everyday Applications

Householder applications constitute nearly 70% of all planning submissions annually. The implementation of these changes is expected to accelerate the processing of everyday applications, thereby enhancing the overall efficiency of the planning service for residents and businesses. This will allow planners to devote more time to complex cases that require greater attention.

The Housing Secretary highlighted the importance of timely planning decisions for families seeking more space and businesses aiming to expand. By equipping councils with the necessary resources, tools, and reforms, the government is committed to facilitating faster application processing while allowing planners to focus on critical developments that support community needs.

AI’s Role in Modernising Planning

The AI Minister emphasised that families should not face undue delays when seeking to improve their homes. The application of artificial intelligence in this context serves to expedite routine planning tasks, thus providing quicker responses for households and allowing skilled planners to concentrate on larger projects that contribute to national development.

Representatives from Google DeepMind and Google Cloud expressed their support for the initiative, noting that PlanAssist enables planning officers to allocate more time to decision-making rather than administrative tasks. The expansion of this tool is a logical progression, as it aims to assist local councils in addressing housing demands and fostering economic growth.

Future of Planning and AI Integration

As part of the government’s broader strategy to accelerate planning decisions and enhance local planning services, the integration of AI tools like PlanAssist represents a significant evolution in how applications are processed. This initiative not only streamlines workflows but also addresses operational backlogs within the planning system.

PlanAssist compiles essential information for planning officers, offering an evidence-based initial assessment that speeds up routine householder applications. The tool will complement existing processes, ensuring that officers can effectively test its capabilities across a wider range of councils.

Investment in Planning Professions

To further strengthen the planning profession, the Department is investing over £14 million in initiatives such as the Pathways to Planning graduate scheme and Public Practice. These programmes aim to provide structured training and support for new entrants to the field, ensuring a robust future for planning services across the country.

By digitising key planning documents and making them publicly available as open data by the end of 2027, the government is also facilitating the development of property technology tools, which will rely on high-quality data to enhance their functionality.
