The United Kingdom is profoundly alarmed by the deteriorating human rights conditions in Haiti. Recent updates from the United Nations Integrated Office in Haiti (BINUH) indicate a continued rise in violence. Between April and June of this year alone, there have been 1,408 reported fatalities and 656 individuals injured.
Women and children are particularly at risk in this escalating crisis. BINUH documented 796 instances of gang-related sexual violence in 2025. Furthermore, the UN has verified 2,088 serious violations against children, which includes the recruitment of 892 minors by armed groups.
Urgent Need for Action on Human Rights
These alarming statistics highlight the pressing need for immediate action concerning the protection of vulnerable populations and the establishment of accountability mechanisms. It is imperative that children associated with gangs are recognised as victims rather than perpetrators of crime.
Implementing effective disarmament, demobilisation, and reintegration (DDR) programmes is crucial. Such initiatives should create safe pathways for individuals wishing to exit gang life, offering psychosocial support, educational opportunities, and sustainable means of reintegration into their communities. Additionally, it is essential that those responsible for significant human rights violations face appropriate consequences.
The UK is committed to supporting these efforts, providing $7.5 million to the Human Rights Compliance Mechanism for the Gang Suppression Force, a project that will be overseen by the Office for the High Commissioner for Human Rights.
Steps Towards Effective Implementation of DDR
Mr O’Neill, I would like to inquire what specific measures the Government of Haiti can undertake to adequately resource and implement DDR initiatives across the nation. Furthermore, what strategies can be employed to ensure the safe release and successful reintegration of children who have been associated with armed groups?
