UK Collaborates with Global Allies to Safeguard Two-State Solution: Insights from UN Security Council Statement

During the recent High-Level Week, a resounding commitment to achieving a two-state solution was clearly articulated. This remains the only viable pathway to a brighter future, ensuring lasting peace and security for both Israelis and Palestinians.

However, the reality on the ground poses a significant threat to the two-state solution. My Prime Minister has unequivocally condemned the heinous terrorist attack on Israel that occurred on 7th October 2023, categorising it as monstrous and denouncing the actions of Hamas in the strongest possible terms.

The United Kingdom stands resolutely with Israel against ongoing threats, particularly from Iran. Nevertheless, my Prime Minister has also made it clear that this solidarity does not justify the actions taken by the Israeli Government in the West Bank and Gaza.

Concerns Over Settlement Expansion

In the West Bank, Israel continues to accelerate the expansion of settlements, which constitutes a violation of international law and contradicts Resolution 2334. We are approaching a critical point concerning the E1 settlement project, and while we welcome reports suggesting a possible delay in the deadline for bids, such a temporary postponement is insufficient.

This project threatens to sever East Jerusalem from the West Bank, jeopardising the viability of a two-state solution. It is imperative that this initiative does not proceed.

In addition to the rapid expansion of settlements, there has been a disturbing rise in settler violence. The Israeli Government bears the responsibility to prevent all forms of violence and to ensure accountability for those who perpetrate such acts. The decision to pardon or refrain from charging Israeli soldiers involved in violent crimes sends a detrimental message.

International Efforts to Uphold Peace

The United Kingdom is actively collaborating with international partners to safeguard the two-state solution. We have announced our intention to legislate a ban on the import of goods from illegal settlements and to impose sanctions on those who finance, support, and facilitate these activities. We unequivocally regard the Israeli occupation of Palestinian land as unlawful.

We continue to support the reform agenda of the Palestinian Authority and applaud its commitments to hold elections. The establishment of credible, transparent, and reformed public institutions is vital for the future of a Palestinian state.

We also welcome Israel’s recent extension of correspondent banking relationships. However, urgent measures are needed to reverse policies that are crippling the economy of the West Bank. These measures should include the release of clearance revenues to the Palestinian Authority, the establishment of sustainable banking arrangements, and the easing of movement and access restrictions to facilitate trade and improve access to employment and economic opportunities.

The Situation in Gaza

Turning our attention to Gaza, the United Kingdom remains fully committed to the implementation of Resolution 2803 and the 20-Point Peace Plan. It is imperative that Hamas decommissions its weapons, dismantles its terrorist infrastructure, and relinquishes its control over Gaza entirely.

This year, the United Kingdom has pledged $117 million in humanitarian and early recovery assistance. However, aid cannot effectively save lives if it is unable to reach those in need. With winter approaching, immediate action is essential.

Last week, my Foreign Secretary, in collaboration with Jordan and Qatar, convened partners to rally support behind a Call to Action focused on humanitarian access and healthcare in Gaza. The priority now must be to translate that shared commitment into real improvements for the people on the ground.

A Call for Action

Israel must lift all restrictions on humanitarian aid, cease hostilities in Gaza, and withdraw its forces. We stand at a critical juncture. The peoples of both Israel and Palestine deserve a future filled with hope and peace.

This Council must exert every effort to protect the two-state solution, enhance stability in the West Bank, and put an end to the suffering in Gaza.
