In a significant development, the United Kingdom and the Philippines have solidified a government-to-government (G2G) Partnership aimed at enhancing bilateral trade collaboration, particularly in infrastructure. The agreement was formalised on 23 September by UK Trade Minister Lord Sarwar and Philippine Finance Secretary Federick Go, representing a decisive advancement in the economic ties between the two nations.

This Partnership enables the Philippine government to seek support for priority infrastructure projects from UK Export Finance, the UK’s export credit agency. This innovative initiative is intended to broaden the Philippines’ access to competitive UK-backed financing, with UK Export Finance currently holding up to £5 billion available for qualifying projects in the region. The collaboration will leverage British expertise, goods, and services, thereby fostering growth in both countries.

Enhancing Infrastructure and Innovation

The newly established Partnership is set to connect the Philippines with UK expertise across various sectors, including transport, clean energy, healthcare, water management, digital infrastructure, and advanced technology. Such collaboration aims to stimulate growth and innovation within both economies. Furthermore, it acts on the UK Government’s recently unveiled Government-to-Government Strategy, establishing a framework for cooperation in project development, financing, and execution. As the Philippines embarks on significant infrastructure investments, UK businesses equipped with leading-edge capabilities are well-positioned to engage in priority projects.

This initiative exemplifies the UK’s Modern Industrial Strategy in action, promoting the expansion of government-to-government commercial partnerships while deepening international ties and unlocking new opportunities for UK companies in sectors poised for growth.

Statements from Trade Leaders

Minister of State for Trade, Anas Sarwar, remarked on the significance of this partnership, stating, “In line with our newly published G2G Strategy, this agreement exemplifies the UK’s commitment to forging modern trade relationships that yield tangible economic benefits—creating jobs and fostering growth both domestically and internationally.”
