The leaders of the Coalition of the Willing gathered today in Kyiv and via video conference to mark the 35th anniversary of Ukraine’s restoration of independence. They expressed unwavering support for Ukraine’s efforts to safeguard its sovereignty, freedom, and territorial integrity. The meeting was jointly chaired by Prime Minister Andy Burnham, President Emmanuel Macron, and Chancellor Friedrich Merz alongside President Zelenskyy.

During the proceedings, the leaders condemned Russia’s systematic and escalating assaults on Ukrainian cities, critical infrastructure, and civilians. These attacks have resulted in the highest number of civilian casualties since the onset of the full-scale invasion in 2022, including the recent damage inflicted upon a children’s hospital in Kyiv. Additionally, they denounced Russia’s strikes on Ukraine’s cultural heritage sites, which are vital to the nation’s identity, notably the Kyiv-Pechersk Lavra.

Firm Support for Ukraine’s Right to Defence

The coalition leaders reaffirmed Ukraine’s unequivocal right to defend itself against Russian aggression, emphasising adherence to international law and Article 51 of the UN Charter. They made it clear that they would remain steadfast in their support for Ukraine, undeterred by irresponsible threats from Russia. In a display of solidarity, they resolved to enhance military aid to Ukraine, prioritising the strengthening of its air defences, bolstering cooperation with its defence industry, and sharing relevant technologies through the Anti-Ballistic Missile Coalition. Furthermore, they pledged to intensify sanctions against Russia’s military industrial complex and its supporters.

Recognising the urgency of the situation, the leaders also committed to providing immediate assistance to Ukraine’s energy sector as winter approaches. This will be facilitated through the Ukraine Energy Support Fund and the provision of specialist equipment. They highlighted the importance of sustaining Ukraine’s economic resilience amid Russia’s escalating attempts to renew its maritime blockade of Ukrainian ports.

Strategic Measures Against Russia’s War Efforts

The leaders agreed on the necessity of constraining Russia’s financial resources through a combination of sanctions, broader economic measures, and efforts to prevent sanctions evasion and the activities of Russia’s Shadow Fleet. Their collaborative initiatives have reportedly deprived Russia’s war efforts of approximately $495 billion since February 2022. The coalition welcomed the US Senate’s initiatives aimed at applying further economic pressure on Russia and committed to working closely with the US in the upcoming months to coordinate actions that would diminish Russia’s capacity to sustain its unlawful military operations.

Moreover, the leaders expressed their appreciation for President Zelenskyy’s continued willingness to engage in meaningful peace discussions aimed at achieving a comprehensive, just, and enduring peace. They reiterated their call for Russia to agree to a full, immediate, and unconditional ceasefire, starting from the line of contact.

Preparation for Future Security Guarantees

The Coalition remains dedicated to preparing the Multinational Force Ukraine for deployment once a credible cessation of hostilities is established. This is part of a broader strategy to implement robust, politically and legally binding security guarantees, ensuring Ukraine’s future security and prosperity once a ceasefire is in effect.
