The UK government has pledged approximately £8.4 billion to advance the construction of the Dreadnought Class submarines, a commitment that promises to safeguard thousands of jobs while ensuring national security for decades to come. This substantial investment is set to propel the development of the next generation of nuclear deterrent submarines, which will also bolster British employment and industry.

Prime Minister Visits BAE Systems

During a recent tour of the BAE Systems shipyard in Barrow, Prime Minister Andy Burnham, accompanied by Defence Secretary Wes Streeting, announced the funding aimed at launching the fourth significant production phase of the Dreadnought Class submarine programme. The Prime Minister underscored the rapid advancements being made in the construction process and reaffirmed the government’s steadfast dedication to enhancing national security and stimulating economic growth.

As part of this financial commitment, a contract valued at £5.9 billion has been finalised between the government and BAE Systems, which is the Defence Nuclear Enterprise’s (DNE) industry partner responsible for submarine production at the Barrow yard, the historic heart of UK submarine construction. Additional investments will also extend to Rolls-Royce Submarines in Derby and the larger supply network across the UK.

Supporting Jobs and Industry

The DNE plays a crucial role in the UK economy, supporting over 6,000 companies and approximately 47,000 jobs. The investment in the Dreadnought Delivery Phase 4 (DP4) underscores the importance of defence as a catalyst for growth, highlighting efforts to modernise the nation’s nuclear capabilities and the infrastructure required to support them as a truly collective national initiative.

In this phase, HMS Dreadnought, the first of the new class of nuclear deterrent submarines, is expected to complete its sea trials and enter service with the Royal Navy in the early 2030s. Meanwhile, HMS Valiant, the second submarine, will commence its sea trials, while the third and fourth submarines will achieve significant construction milestones.

Enhancing Productivity and Innovation

This upcoming phase aims to further bolster ongoing productivity growth in Barrow, which has already seen a 40% increase over the past three years, alongside the creation of around 1,800 new jobs under the current government. Building upon the Defence Industrial Strategy, the contracts for DP4 are designed to support British businesses, foster innovation, and maintain a resilient industrial base in the UK.

Utilising recent changes to the Single Source Contract Regulations, the contract with BAE Systems will encourage faster and more efficient delivery, with particular emphasis on productivity and cost management, contingent upon achieving agreed performance targets and programme outcomes.

Projections indicate that the demand for a workforce within the DNE is expected to rise to around 65,000 by 2030, creating long-lasting prospects for highly skilled positions, including engineers, welders, and apprentices, as well as for small and medium-sized enterprises.

The North of England is recognised as a hub of British industry and innovation, remaining integral to the DNE, which supports approximately 15,000 jobs and over 1,000 supply chain companies, having expended £3.4 billion in the region in the previous financial year.
