Efforts to foster enduring stability in the Central African Republic (CAR) are of utmost importance, and several key points warrant attention. Firstly, the United Kingdom acknowledges the ongoing consolidation of peace and stability within the region, emphasising the necessity of safeguarding these achievements. The development of both national and local institutions, particularly following recent elections, alongside advancements in the implementation of the Political Agreement for Peace and Reconciliation, represent commendable progress. Additionally, the strides made in disarmament and demobilisation of combatants are positive indicators.
Nonetheless, the rising tide of conflict and insecurity in certain areas poses significant risks, raising concerns about the potential rollback of these hard-won gains. It is imperative to take further action to address the persistent insecurity, particularly in border regions. Recent escalations in the tri-border area between the CAR, Chad, and Sudan highlight the adverse effects of regional instability, notably the spillover from the ongoing conflict in Sudan. With over 416,000 individuals internally displaced and approximately two million facing food insecurity, ensuring humanitarian access remains critical.
The Importance of Security Sector Reform
Secondly, sustained security sector reform is vital for the CAR’s long-term stability. The future of national security will largely depend on the country’s security institutions taking on greater responsibility. These institutions must also be accountable and inclusive in their operations. Continued efforts towards disarmament and demobilisation are essential, particularly in creating reintegration opportunities for former combatants. This approach is crucial to prevent their return to armed groups.
We encourage the Government of the Central African Republic to maintain momentum in its reform initiatives, with the support of international partners and MINUSCA (United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic). Such collaboration will be instrumental in achieving lasting peace and security.
MINUSCA’s Role in Transitioning Stability
Lastly, we commend the significant contributions made by MINUSCA, in partnership with the CAR government, in reconfiguring the Mission and establishing a clear trajectory for its transition. The leadership of the Special Representative of the Secretary-General (SRSG) has been commendable, and we express our gratitude for the dedicated efforts over the past four years.
As the Council deliberates on MINUSCA’s mandate in the weeks ahead, it is crucial that any transition is executed gradually, based on specific conditions, and thoughtfully sequenced according to the realities on the ground. This approach will be essential not only in protecting stability within the Central African Republic but also in ensuring the safety and protection of civilians in the region.
