A significant reappointment has taken place within the Board of the Water Services Regulation Authority, commonly referred to as Ofwat.
Iain Coucher’s Reappointment as Chair
Iain Coucher has been reappointed as Chair for a second term, effective from 1 October 2026. This term will continue until the establishment of the new integrated water regulator, which is anticipated to be no later than 30 June 2029.
The government is committed to enhancing regulation within the water sector, implementing stricter enforcement measures and promoting increased public control and accountability. The aim is to ensure that water companies meet the needs of both customers and the environment effectively. Plans are in place to enhance public oversight, leading to cleaner water sources, fairer pricing structures, and improved accountability, ultimately benefitting consumers and environmental health.
Future Plans for the Water Industry
Further insights into the government’s strategy for the water industry will be unveiled in a forthcoming 10-year plan for Britain, which is expected to be published later this year. This plan will outline initiatives aimed at reinforcing public control over essential services, such as water, ensuring they serve the communities and individuals effectively. It will also provide the foundation for reform through a revised Water Bill.
Throughout the transition to the new integrated regulator, Ofwat will continue to operate fully and maintain its existing legal authority. The organisation will work closely with the Department for Environment, Food and Rural Affairs (Defra) and other partner agencies, ensuring that there is no gap in regulatory oversight as the water sector adapts to the new framework.
Profile of Iain Coucher
Iain Coucher assumed the role of Chair at Ofwat on 1 July 2022. In addition to his responsibilities as Chair, he also leads Ofwat’s Major Projects Committee and Nominations Committee. Coucher is a senior adviser at HIG Capital, serves as a Trustee for the British Trust for Ornithology, and holds the position of Non-Executive Director at Charge UK. His extensive career includes high-ranking roles such as Chief Executive of the Atomic Weapons Establishment and Network Rail, as well as serving as a non-executive director of Cadent Gas plc and being a Board Member of the Rail Safety and Standards Board.
Understanding Ofwat’s Role
The Water Services Regulation Authority, or Ofwat, operates as a non-ministerial government department and serves as the economic regulator for the water and sewerage sectors in England and Wales. Ofwat’s primary responsibility is to ensure that the companies under its regulation deliver high-quality, efficient services to consumers at a fair price.
