Joint Statement by Foreign Ministers Advocating for the Two-State Solution

The actions undertaken by the Government of Israel in the West Bank are significantly jeopardising the potential for a two-state solution. The situation is escalating rapidly, characterised by unprecedented levels of violence from settlers and the ongoing expansion of settlements. This includes the controversial decision to initiate tenders for the E1 settlement project, which has drawn widespread condemnation. In light of these developments, UK Prime Minister Andy Burnham, French President Emmanuel Macron, and Canadian Prime Minister Mark Carney have reached a consensus on the urgent need for action to mitigate further harm.

International Commitment to Trade Restrictions

Today, a coalition comprising Canada, Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain, Sweden, and the UK has reaffirmed its intention to impose national and/or support European restrictions on trade involving goods from settlements deemed illegal under international law. These nations are actively considering various measures in accordance with their domestic procedures. In this context, the UK, France, and Canada have expressed their support for the significant actions already undertaken by Ireland, Spain, the Netherlands, Norway, and Belgium, and will soon implement national measures to prohibit trade in goods originating from settlements.

Collectively, we are steadfast in our resolve: it is imperative to safeguard the two-state solution, and we are committed to taking appropriate actions to achieve a just and enduring peace, guided by the principles outlined in the New York Declaration adopted a year prior. We categorically reject actions that equate to the annexation of Palestinian territory and the forced displacement of the Palestinian population.

Call for Accountability and Security Measures

The Government of Israel must take immediate steps to cease the expansion of settlements and the exercise of civilian administrative powers that infringe upon Palestinian rights. Furthermore, it is essential to ensure accountability for incidents of settler violence and thoroughly investigate the allegations directed at Israeli forces.

We acknowledge Israel’s legitimate security concerns and reiterate our unequivocal condemnation of the heinous terrorist attack by Hamas on 7 October, which represents the most severe antisemitic massacre since the Holocaust. Our commitment to combating antisemitism in all its forms is resolute. We remain firmly devoted to the two-state solution, consistent with relevant UN Security Council resolutions, which envisions Israel coexisting alongside a sovereign, democratic, and viable Palestinian state in peace, security, and mutual recognition, all within secure and internationally recognised borders.
