This innovative service aims to streamline the management of information related to Extended Producer Responsibility (EPR) for packaging grant payments.

Key Features of the LAPs Service

The LAPs service offers a secure and reliable platform for local authorities to:

  • Access and download important documents such as notices of assessment, grant determination letters, and remittance documents.
  • Review and verify grant payment details, as well as request any necessary changes.
  • Raise queries and seek assistance as required.
  • Enrol and manage authorised users within their respective authorities.

It is important to note that the LAPs service does not handle the calculation, processing, or transmission of payments. The existing methods for distributing EPR for packaging grant payments remain unchanged.

Designed with Local Authorities in Mind

The development of the LAPs service involved extensive engagement with local authorities. During June and July 2026, a selected group of authorities participated in testing the platform. Feedback from these sessions indicated a strong appreciation for the user-friendly interface and the convenience of having all grant documents accessible in one location.

Chief Executive Officers (CEOs) of each local authority will receive invitations to access the LAPs service on behalf of their organisations. Once access is granted, designated authorised users can manage their access and view grant-related information through the platform.
