Burnham Takes Action: PM Cuts Business Rates for Pubs, Clubs, and Live Music Venues

Pubs, clubs, and live music venues across England are set to benefit from a significant 20% reduction in their business rates from April next year, with the average pub expected to save approximately £1,100. This initiative aims to bolster local high streets, offsetting the impact of anti-social businesses by reviewing relief measures currently available to establishments such as vape shops.

This initiative is part of a broader strategy to alleviate financial pressure on working individuals and communities, which also includes measures such as VAT relief on electricity bills and a £2 cap on bus fares.

Support for Local Businesses

The Prime Minister has taken decisive steps to establish an economy that serves every community, addressing the long-standing issue of boarded-up pubs and clubs that once formed the heart of local high streets. The announcement aligns with the Government’s goal of fostering sustainable growth throughout the country by easing the financial burden on local enterprises, encouraging investment in high streets, and promoting community welfare.

The new business rate reductions are expected to benefit nearly 32,000 establishments, offering vital stability for these businesses as they look to invest, expand, and create employment opportunities. The changes will be fully funded, which includes a reassessment of the support provided to businesses that fail to contribute positively to their local areas.

Ensuring Fair Competition

Moreover, the Government plans to address issues surrounding online marketplaces, targeting those that do not adhere to tax obligations, thereby creating an uneven playing field for compliant businesses. Consultations will be held to explore measures that would hold online platforms accountable for ensuring that sellers meet their tax responsibilities. The revenue generated from these reforms will be reinvested into enhancing the business rates system.

Prime Minister Andy Burnham remarked on the need for change, stating, “For too long, governments have stood by while cherished venues have disappeared from our local high streets. So today I am changing that.” He emphasised the Government’s commitment to supporting pubs and local high streets, which he described as the “beating heart” of communities, asserting that this initiative marks just the beginning of efforts to restore hope nationwide.

Community-Centric Approach to Growth

Chancellor of the Exchequer John Healey echoed this sentiment, highlighting the importance of pubs, clubs, and live music venues in fostering community spirit and supporting local employment. He expressed the Government’s determination to rejuvenate high streets and ensure that businesses receive the backing they require to thrive.

This announcement is a component of the Government’s ongoing commitment to reforming the broader business rates system, including a review of Small Business Rates Relief, which will be addressed in the upcoming Budget.

Details on Future Reforms

The support package is projected to be worth around £100 million annually. The Government has already initiated steps to reform the business rates system throughout this Parliament, including a permanent 5p cut in the business rates multipliers for more than 750,000 retail, hospitality, and leisure properties, funded by a higher multiplier for the top 1% of the most expensive properties.

Additional support has also been announced, amounting to £4.3 billion, aimed at assisting businesses facing increased rateable values after recent revaluations. This initiative includes capping bill increases at 15% for most businesses, or £800 for smaller establishments, as pandemic-era relief measures came to an end.

Recognising the challenges faced by pubs and live music venues in recent years, the Government had previously announced a 15% relief on their 2026/27 bills, alongside a freeze on real-term bills for an additional two years. The forthcoming 20% cut, effective from 2027/28, will enhance the existing support provided to these venues. However, it is important to note that this new discount will not be extended to the largest live music venues, with further details to be disclosed in the Budget.
