Following the implementation of new notices, EWS NW Ltd (EWS) located in Dukinfield, Greater Manchester, along with BJL Waste Management Ltd (BJL) in Glossop, Derbyshire, approximately seven miles away, are required to cease all operations permitted by their environmental licenses.
These revocation notices mandate that both operators remove waste from their respective sites. Failure to comply may result in legal offences being committed by the companies involved.
Possibility of Appeal and Deadlines for Compliance
BJL, situated on Melandra Road in Glossop, and EWS, located on Outram Road in Dukinfield, have the option to appeal the permit revocation to the Planning Inspector before the notices become effective. Should an appeal be lodged, the current permits will remain valid until the appeal is resolved or withdrawn.
If no appeal is filed, BJL’s revocation notice will come into force on 21 July 2026, with a deadline for the complete removal of waste by 18 August 2026. Similarly, EWS’s revocation notice will take effect on 3 August 2026, with the requirement to clear all waste from the site by 1 September 2026.
Environment Agency’s Commitment to Tackling Waste Crime
The Environment Agency’s decision to revoke the permits is part of a broader initiative aimed at intensifying its response to waste crime, as detailed in its 10 Point Plan. This plan includes a commitment to take more rapid and targeted action against operators demonstrating persistent poor performance.
Jeni Brittlebank, the Area Environment Manager at the Environment Agency, emphasised the importance of environmental permits, stating, “Environmental permits are there to protect people and the environment, and where we find a waste site breaching permit conditions, we will step in to take decisive action.” She added that the operators had not taken sufficient steps to comply with the requirements of their permits.
Previous Suspensions and Required Remedial Actions
In December 2025, the Environment Agency issued a suspension notice to BJL owing to concerns regarding contaminated runoff potentially affecting a nearby watercourse. A similar suspension notice was given to EWS in January 2026, primarily due to concerns related to fire hazards on the site.
Neither company completed the necessary remedial actions outlined in the suspension notices, resulting in a prohibition on bringing any further waste to the sites.

The Environment Agency’s 10 Point Plan is designed to establish a focused and sustained approach to tackling waste crime, enhancing prevention measures, improving the detection of offences, and ensuring more consistent enforcement actions.
